China MIIT Further Strengthens the Management of the Comprehensive Utilization Industry of Waste Power Batteries from New Energy Vehicles

On December 24th, to regulate the comprehensive utilization of waste power batteries from new energy vehicles and adapt to the new situation of industry development, the Ministry of Industry and Information Technology (MIIT) of China released the 'Regulations on the Comprehensive Utilization Industry of Waste Power Batteries from New Energy Vehicles (2024 Edition)', further detailing the management requirements for tiered utilization and recycling, and strengthening the safety and environmental responsibilities of comprehensive utilization.

It mentions actively carrying out research and application of recycling technology, equipment, and processes for positive and negative electrode materials, separators, electrolytes, etc., striving to improve the level of waste power battery recycling. Through smelting or material repair methods, ensure the effective extraction and recovery of main valuable metals. Among them, the recovery rate of electrode powder after crushing and separation should not be lower than 98%, the impurity aluminum content should be below 1.5%, and the impurity copper content should be below 1.5%; the lithium recovery rate in the smelting process should not be lower than 90%, and the recovery rates of nickel, cobalt, and manganese should not be lower than 98%. The comprehensive energy consumption per unit product of lithium carbonate production should be below 2200 kilograms of standard coal/ton; for material repair processes, the sum of the quality of recycled materials should account for not less than 99% of the sum of the target materials contained in the original power battery. The recycling rate of process wastewater should reach above 90%.
